Open a .efl file with a hex editor. I recommend Hex Editor Neo for this since it's easier to view what you need to do
Ctrl+F and search for "BM" (dont search for "bm")
You will see something like the image below
1: Effect thickness. 54 or 14
54: Thick Effect
14: Thin Effect
2: Color code type. 10 or 12
10: RGB code
12: CYMK code
3: Effect brightness
3E<3F<40<41<42
4: Color code
RGB: BB GG RR
CYMK: MM YY CC
5: Alpha code: affect the transparency of effects, 00 -> ff
6: Code for "BM". Don't edit any of these or you will get invisible effect

From the start of the file, scroll down (or Page Down), you will see many parts of the file that are almost the same, they looks like this:
And these values will do something
01: 01 or 00.
01 - the effect stay the same , 00 - the effect (well... most of them) will never disappear (until you change room or do something )
3f: Effect size.
I just tried 00, 3e, 3f and 40. 00 - the effect disappear, 3e - smaller effect, 3f - default 40 - bigger effect

After finding last BM, if you go some lines down (how many lines depends on the file), in 08 row you'll see something like this:
There are values like 05, 1e, 50, 20 etc. They are responsible for the effect's speed and length from when the effect part starts until it finishes.
The higher the value is, the slower and longer the effect will be . Each part of effect has its own value. You can find which part you want to change by counting the BMs from the start of the file, and start counting the value lines, the value for that part is on the line with the number you counted for the BM. The maximum value is 9f.
