Things that you'll need:
So after a year thanks to Thezippotm we finally figured out the structure of efx files so I wrote a template to make the effect editing easy.
In this tutorial I'm just gonna talk about how to recolor the effects tho you can do so many more stuff with this template but too lazy to explain them all.
Steps:
1- Install 010 editor... Well I put a link at the beginning of the thread so... :/
2- Install the template:
Download the template using the link provided again at the beginning of the the thread. You'll need to put this in a folder and give the address of that folder to the editor and the editor will access the address each time you wanna use that path so my recommendation is to put it in a folder named "Templates" or something like that in the program's root. After that follow the instructions:
Open 010 editor and go to "Templates" menu and click on "View Installed Templates":
Click on "Add" button:
Go to the path you put the template file in and double click on it:
And then click on "OK" at the bottom.
3- Now you have the template installed so now how to use it:
Open the efx file you wanna edit like opening any file in any hex editor (You can find the name of the EFX you wanna edit in THIS thread) and press "F5" on the keyboard or "Run Template" in the "Template" menu in the editor a window will pop up choose DMC5 EFX in the list and click "Run"
For the ease of use you can move the template to the right side of the editor by right clicking on an empty space in the result window and click on this:
The template will parse the file into colorful strings so now what you are looking for (for editing colors) are simply color codes now there are 4 types of color codes. Small, Medium, Big and Float color codes if there is any in the EFX you have opened they'll look something like this for the first 3 types:

First about how to edit the 4 byte color codes. For easy access to the codes in different parts of the file use "Color Codes" section in the result window after you ran template:
You'll have all the the color codes in the file listed there click on each one and the template will take you to the color code now for editing them you have 2 options:
One) Doing it by putting the values for each byte (Red Green Blue and Alpha) in the template by clicking on the little arrow near to each color code in the result window:

And you can simply double click on each color or alpha channel you want and put the value into that the value should be 0-255 for non float color codes as shown in the pic now there is a brightness value in the "Large" and "Medium" color codes they are float values and can be set to pretty big numbers 0 is the lowest brightness if you go into negative values it'll just hide that part of the effect.
Two) Doing it by copying the hex color code you have and replace the current code with it these are hex color code you can use a color picker website like THIS and simply copy this value shown in the screen shot and paste it on the color code in the EFX file:

And simply you can do this for every Small, Medium and Large color code you want.
Note: Small color codes are made of one RGB color code and an Alpha value after them which is responsible for the opacity of the color, Medium color codes are made of 2 of the RGBA color codes and Large color codes are made of 3 of them so you need to edit every color code for each of these three types of color codes
4- Now about the float color codes. Some of the EFX files have float color codes if the template finds any it'll show it like this in the template result window:
You can edit them just like explained in THIS thread for MDF2 files.
As I said there is so much that you can do with this template but I only explained the color codes you can find what each part does by experimenting with it.
5- And thaz it you just edited an EFX file which was very hard to edit before now just save the file and use it in game.
