Hex Editor - XVI32
This is a free hex editor. Definitely one of the vital programs you'll need for both DMC3 and DMC4 modding.There's others out there, if you prefer. This is the one I use. Winhex is sweet but it's not freeware.

AFS Explorer
You'll need this to modify the container files this game uses.

TM2 Converter - OPTPix Imagestudio
You need this to convert the textures into something you can open with an image editor. As much as I hate to link this, I've yet to find another TM2 converter that does the deed. The others I've found so far for some reason do not correctly export the palette settings and result in messed up hues. I'm still looking for a better option, but for now this may be our only choice. (Haven't tried Noesis for this, yet, but I plan on it.)

It allows the pac utilities program (below) to operate.

Jamesuminator's Pac Tools
Make sure you have Python installed (above), or this program will not work. It unpacks and repacks the .pac container files. Simple enough.

You'll also need an image editing program that's a bit snazzier than ms paint, and if you want to change the bg music - you'll need an ogg/mp3 converter.
There are lots of options out there for both of these and I'm sure folks have their favorites. But here's a couple free options to consider if you don't wanna fork out money for the classy ones:
Image Editor - GIMP
No, it's not Photoshop. But it's pretty durn close for being a completely free program. Some people swear by it. IF you can get it running on your OS. I haven't tried it lately so no guarantees on compatability for Windows Vista/7. But it should work.

Audio Converter - OGG/MP3/WAV
